We set to improve standards in training and practice, adding value to Environmental Health Services. Our vision is to position Environmental Health Practice as the Fulcrum of public health. Our mission is also to improve standards in training and practice, adding value to Environmental Health Services. Environmental health remained unregulated in Nigeria over the years until 2002, when the democratic government then decided to grant it professional recognition through the enactment of the Environmental Health Officers (Registration, etc) Act 11 of 2002. The Act established the Council charged with the responsibility of regulating Environmental Health profession in Nigeria

Dr. Yakubu Mohammed Baba (Ph.D)

Academic Qualifications: Dr. Yakubu Mohammed Baba was born on March 5, 1974, in Azare Bauchi State and went to Central Primary School, Azare. Afterwards, he proceeded to Government Secondary School, Katagum, bauchi State where he got his Senior Secondary School Certificate. His higher institution learning experience began when he gained admission into School of Health Technology, Gombe in Gombe State. There, he was awarded with Higher National Diploma (HND) in Environmental Health. He had a Post Graduate Degree (PGD) in Epidemiology and Disease Control from Abubakar Tafawa Balewa University. Being an arvid learner at a professional level, his thirst for knowledge became ferocious so much that he bagged Bachelor of Science (B.Sc) in Environmental Health form Houdegbe North American University, Cotonou, Republic of Benin, after extensive academic sojourn. He proceeded to Imo State University where he completed his Master in Public Health (MPH) and later had another Master in Environmental Health Management from Ladoke Akintola University of Technology, Ogbomoso, Oyo State. His educational grandure was climaxed with getting awarded with Doctor of Philosophy (Ph.D) in Environmental Health and Safety from Abia State University, Uturu, Abia State.

He has led a functional team involved in investigating, detecting and responding` to new and emerging environmental and public health threats requiring a chance to do something extraordinary, through an integrated and intensified research and training in the key domains and dimensions of environmental and public health field. Investigating, detecting and responding` to new and emerging environmental and public health threats require a chance to do something extraordinary, through an integrated and intensified research and training in the key domains and dimensions of environmental and public health field.

The Act, No.11 of 2002 that established the Environmental Health Council of Nigeria (EHCN), was amended through the gigantic effort of the Registrar/CEO, Dr. Baba Yakubu Mohammed and signed on the 25th August, 2022 by Muhammadu Buhari, GCFR, Presidential and Commander-in-chief of the Armed Forces of the Federal Republic of Nigeria, to contain the National Institute of Environmental Health (NIEH).

The NIEH will strive to conduct research, surveillance and risk assessment, through Environment Public Health laboratory, to acquire knowledge on environmental issues affecting public health. The key thrust of the Institute, is to develop evidence-based, cost-effective tools and strategies to safeguard environmental public health practice.

The NIEH will also strive to conduct and support the very best environmental health science and practice, in alignment with the real-world environmental public health needs and translate scientific findings into knowledge and skills that can inform real-life individual and environmental Public health outcomes.

The NIEH work, falls under five highly strategic, transdisciplinary, interdependent, interactive and inclusive thematic programmes. They include: Preventing the effects of environmental health risk factors through research and dissemination of research findings; Promoting translation of data to knowledge and to action; Enhancing environmental health science and practice; Advancing environmental health science and practice; Providing collaborative and linkage services for all Environmental Health professional stakeholders. NIEH will as well contribute to the continuous advancement of Nigeria’s environmental and public health status.

NIEH Vision: To prevent disease, disorder and disability, promote health and prolong life through scientific-control of environmental media and risk factors.

NIEH Mission: Providing national gateway for innovative research that improves environmental public health through preventing disease, disorder and disability posed by environmental health risk factors.

NIEH Objectives: to advance research on environmental health triggers of disease, disorders and disability;to communicate advances in environmental health sciences to the practitioners, institutions and public;to foster training and development of young environmental health scientists and practitioners;to enhance translation of knowledge from research to disease prevention;to develop improved safety assessment research on air, water, soil/land, food, chemicals and environmental factors; andto carry out collaborative, consultative and linkage services.

NIEH Goals: Provide cross-cutting, environmental multimedia, community-oriented and evidence-based environmental public health researches and training; Ensure improved air, water, soil and food quality through environmental media-oriented researches and training; Ensure decreased air-water-food-soil-borne diseases, disorders and disability through research and information dissemination services.

NIEH Philosophy: Application of the Institute’s vision, mission, values, objectives and goals, as philosophical and moral perspectives in providing scientific research, education, innovation and technical knowledge and skills for environmental public health professionals; to be able to make environmental health scientific and ethical decisions and have moral and philosophical insights that inform and justify their decisions and actions in considering some ethical issues and problems that can arise in the course of decision-making in environmental public health Science and practice in Nigeria and beyond.

It is my blatant believe that the task/mandate placed on the Institute will be achieved, by ensuring that intersectoral, inter-agency and inter-professional collaboration takes place amongst training Institutions-Universities, Non-Governmental Organizations, Community- Based Organizations, Private and Business Sectors.

Kamaluddeen Muhammed Lawan was born on 21st April, 1966 in Bebeji Town, Bebeji LGA, Kano State, Nigeria.   Mr. Kamaludden as an enthusiast of Education, holds Masters (MSc) in Environmental Health Science, University Putra Malaysia (UPM) 2013-2015, Masters (MSc) in Public Health South America 2020, Master of Science (MSc) Global Wealth University Lome Togo, and PhD Public Health, Global Wealth University Lome, Togo, (in view), Postgraduate Diploma in Education (NTI) Kaduna 2019-2020.


Mrs. Ibrahim Bolanle Rofiat

Mrs Bolanle Ibrahim, started her journey in Environmental Health profession in 1994, on completion of her West African Health Environmental Board examination. She was an Environmental Health Officer in Oyo State’s Local Government Commission. Under which she worked in many Local Government Areas of the State. From 1994-1997. Where she was involved in the following activities;

Environmental Health Control Measures within the town. E.g. House inspection, Market sanitation inspection of Food premises, Collection of Health Data in the Private and Public Institutions, Waste Management, Food Hygiene and Pollution Control and Water Sanitation.

She was promoted to Higher environmental Officer, 1998-2001. Senior Environmental Officer, 2001-2004. Principal Environmental Officer, 2004-2007. At this level, she was a Local Government Health Educator, Community Mobilization Officer and Training of Local Government Health Committees.

She was unrelenting in her personal education. She obtained Diploma in Environmental Tutor’s Program from University College Hospital Ibadan, 1998-1999. She obtained her Master’s degree in Environmental Management, 2000-2002. These additional self-improvement enabled her moved to University College Teaching Hospital as Principal Environmental Health tutor, where she was involved in the following; Training the Trainers e.g. Environmental Health, PHC and Nurse Tutors. Research works on waste management, water sanitation, food hygiene and epidemiology.  Supervision of Students’ Projects, Administrative Duties and Welfare Services. Also as external Examiner for WAHEB etc.

Moved to Environmental Health Officers’ Registration Council of Nigeria (EHORECON) in 2008, as Zonal Coordinator, South West, 2008-2015. Moved to Headquarters, Abuja, in 2016, Assistant Director, Environmental Health Accreditation Officer, where she was saddled with the function of Accreditation of Universities, Colleges/ School of Health Technology, Learning Centres offering Environmental Health Programme in Nigeria.

She was later transferred to Lagos, which is the new headquarters of EHORECON, South West Zonal Office, as the Zonal Director. 2020-2021.

She served as the Head of Department, Education and Training, Abuja Office from 2021-2023, before she was moved to the newly established National Institute of Environmental Health, Gwarimpa, Abuja.

She is at the moment Director, Linkages and Professional Development at the National Institute of Environmental, Gwarimpa, Abuja.

She has attended many management courses and trainings over the years.

She is married to Mr. Ibrahim and blessed with children.
